Section III ? Findings and Questioned Costs ? Major Federal Award Programs Audit DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT Mortgage Insurance for the Purchase or Refinancing for Existing Multifamily Projects - CFDA #14.155 2019-001 Project No. 123-EH061 Condition and Criteria: During review of tenant files, there was no evidence the checklist and supporting documents used when making eligibility determinations were reviewed and approved by a knowledgeable supervisor or that calculations of amounts to be received from tenants or on behalf of tenants had been re-performed. In addition, there was no documentation that the tenant files and recertification documents were periodically reviewed to verify continued eligibility and accuracy of related calculations. Effect: Rental assistance provided, for which there is a lack of support for the eligibility or continuing eligibility of tenants, may be denied by the funding source. Cause: Procedures in place to review eligibility documents and tenant files were not followed or clearly documented. Recommendation: Project supervisory staff should be reminded of the procedures in place to ensure compliance with eligibility requirements of the funding source. Views of Responsible Officials and Planned Corrective Actions: Management is in the process of converting to a paperless process whereby the supporting documents for making eligibility determinations are scanned and emailed by the Community Manager to the Corporate Office. The documents are reviewed at the Corporate Office by the Property Supervisor or the Executive Director of Property, the staff is trained and certified by the National Center for Housing Management. If eligibility is approved, the Community Manager is directed to proceed with entering the data into Yardi, the web-based software used to track and manage the tenant information. The Yardi system re-calculates the amounts to be received from tenants or on behalf of tenants. In addition, either the Property Supervisor or the Executive Director of Property periodically visit the property to physically review onsite tenant files. Effective immediately, the Community Manager will no longer receive verbal approval to proceed with entering data into Yardi. The Move In Checklist signed by the Community Manager will be signed by the Property Supervisor or the Executive Director of Property and returned back to the Property for inclusion in the Tenant File. The Property Supervisor or the Executive Director of Property will also sign and date a ?Reviewed By? form in the Tenant File if a review is done at the Property.
