The PHA entered into a contract for roof replacement during did not include the wage rate requirements. The PHA did not follow their procurement policy during the bid process. Questioned costs: $54,151.65 Effect: While the roofs appear to have been replaced. Without following the procurement policy of the PHA, we are unable to determine if the amounts charged were reasonable. Cause: The PHA obtained quotes but did not follow its procurement policy and request sealed bids in response to a request for proposal. Recommendation: The PHA should follow all procurement guidelines when awarding contracts in the future. Views of responsible officials and planned corrective actions: We will follow the federal guidelines and the procurement policy of the PHA when awarding contracts in the future.

2021-002 Procurement Federal Program: Public Housing Capital Fund Program, CFDA No. 14,872 Criteria: The procurement policy of the Housing Authority and federal guidelines require the use of a request for proposal when evaluating bids over a certain dollar limit. Federal guidelines also require that the contracts include wage rate requirements in accordance with the Davis-Bacon Act. Condition: The PHA entered into a contract for roof replacement during did not include the wage rate requirements. The PHA did not follow their procurement policy during the bid process. Questioned costs: $54,151.65 Effect: While the roofs appear to have been replaced.
