SIGNIFICANT DEFICIENCYOTHER MATTERS

The Project did not make twelve deposits in the Replacement Reserve. Cause: The Project did not have the available funds to make the required deposits. Effect or Potential Effect: The missed payments are noncompliance that could, at the discretion of HUD, result in the capital advance being called due, which would require the Project to reimburse HUD for the advance and pay interest. Perspective Information: The Project attempted to make the deposits, but lack of funds prohibited the satisfaction of this requirement. Due to timing of payments, the Project did not have funds to meet all of its operational needs and therefore, cannot make the payments to the Replacement Reserve. Repeat Finding: N/A. Recommendations: The Project should make the required deposit and ensure its cash management policies are sufficient to cover all monthly costs. Perspective: The Project is required to make twelve monthly payments to the Replacement Reserve. Auditors reviewed all transactions, noting that one payment was missing. Questioned Costs: N/A Views of Responsible Officials: Management concurs with the finding. Management will ensure deposits are made. Auditors' Evaluation of the Views of Responsible Officials: Management's response is appropriate to address the noncompliance that occurred and should address how to prevent reoccurrence in the future.

Finding 2021-001: Section 202 Capital Advance (CFDA #14.157) Type of Finding: Significant Deficiency Criteria: The Regulatory Agreement requires the Project to make twelve deposits into the Replacement Reserve. Condition: The Project did not make twelve deposits in the Replacement Reserve. Cause: The Project did not have the available funds to make the required deposits. Effect or Potential Effect: The missed payments are noncompliance that could, at the discretion of HUD, result in the capital advance being called due, which would require the Project to reimburse HUD for the advance and pay interest. Actions Taken: Management concurs with the finding. Management will ensure deposits are made.
