The Regulatory Agreement establishes the requirement to disburse funds from the replacement reserve only after obtaining written consent from HUD. S3800-030 Statement of Condition During the year ended February 28, 2021, unauthorized withdrawals were made from the replacement reserve by the Housing Corporation without HUD approval as required by the Regulatory Agreement.
