Corrective Action Plan

The Corporation should file the June 30, 2024, financial statements as soon as possible and should ensure the annual financial report is filed within 30 days after the financial statements are available for issue and within nine months of fiscal year end.

Finding 2019-001 Statement of Condition : During the year ended June 30, 2019, there were two unauthorized withdrawals totaling $336 from the reserve for replacements account. Criteria: HUD Handbook 4370.2 REV-1 CHG-1, Chapter 2, Section 2-7 and the Regulatory Agreement specifies that the replacement reserve account must be maintained in a separate account, with monthly deposits made as required and that HUD approvals are required prior to any withdrawals. Effect: Noncompliance with HUD regulations. Cause: Management oversight. Context: Auditor reviewed the HUD forms 9250 for the year ended June 30, 2019, noting that there were two withdrawals from the account without HUD approval. Auditor reviewed bank statements and general ledger noting the unauthorized withdrawals. Questioned Costs: N/A Recommendation: Management should ensure that the unauthorized withdrawals are returned to the reserve for replacements account. Management's Response and Corrective Action Plan: The prior bookkeeper inadvertently wrote two checks from the reserve for replacements account instead of the security deposit account. Management transferred $336 into the reserve for replacements from the security deposit account on December 20, 2019.
