2021-001 CFDA #10.415 Rural Rental Housing Loans & Interest Subsidy ? Special Tests and Provisions Condition and Criteria: As of March 31, 2021, annual required deposits to the reserve for replacements account was under funded by $25,000.00. According to the loan agreement with USDA RD, a reserve for replacements is to be funded in the amount of $25,000.00 annually. Amount of Questioned Costs: $25,000.00 Context: Management failed to have the necessary funds in their reserve for replacement accounts, thus causing a $25,000.00 discrepancy in the account. Cause: Due to an error in reconciliation of annual deposits, the client thought there was an overage in annual deposits and inadvertently reduced deposits such that no deposits were made for the year. Effect: Noncompliance with RD regulations. Auditor?s Recommendation: Management should review the annual reconciliation and year-end close out process of reserve activity to ensure the reserve for replacements account is fully funded each year. Grantee Response: Management acknowledges the required deposit was not made for the year ended March 31, 2021, due to an error in reconciliation of deposits made during the year. On April 13, 2021, a deposit of $25,000.00 was made to fully fund the 2021 reserve deposits.

2021-001 CFDA #10.415 Rural Rental Housing Loans & Interest Subsidy ?
