Withdrawals from the residual receipts account may be made only for project purposes and with the approval of HUD (24 CFR section 891.400(e)). Condition: Audit procedures identified $12,319 in funds transferred out of the residual receipts account without the approval from HUD. Finding Audit procedures identified $12,319 in funds transferred out of the residual receipts account without the approval from HUD. Withdrawals from the residual receipts account may be made only for project purposes and with the approval of HUD (24 CFR section 891.400(e)). Corrective Action Plan Management will review the policies and procedures in place for all requirements and will implement changes to ensure applicable federal compliance requirements will be met going forward. The residual receipts fund were used to repay an outstanding loan loss payable to Life Unlimited, Inc. Management has recorded a receivable for this amount as of June 30, 2024 and has requested that the funds be returned to the Corporation. The funds have been returned to the Corporation and management will begin the process to obtain HUD approval for withdrawal of funds from the residual receipts account.

Effect The Corporation was not in compliance with HUD regulations regarding Residual Receipts. Questioned Costs N/A Recommendation We recommend that management review policies and procedures related to the Residual Receipts account to ensure that HUD requirements are being met.
