2019 - 003 Costs Outside the Allowable Period Material Weakness. As described at Finding 2019-002, DCEO had received CSBG grant funds and had passed through a portion of these grant funds to IVCA and other Illinois community action agencies. According to the final disposition, DCEO?s treatment of repaid principal of the Revolving Loan Fund (RLF) was not consistent with Uniform Administrative Requirements and its preceding guidance, Office of Management and Budget (OMB) Circular A-102 Administrative Requirements. In addition, the RLF funds continued to be used in perpetuity beyond the obligation period of CSBG awards with no clear authority to do so. IVCA should continue to work with DCEO to ensure the RLF funds are returned to the U.S. Treasury.

2019 - 003 Costs Outside the Allowable Period Material Weakness. As described at Finding 2019-002, DCEO had received CSBG grant funds and had passed through a portion of these grant funds to IVCA and other Illinois community action agencies. Corrective Action Plan

Corrective Action Plan - Finding 2019-003 Costs Outside the Allowable Period. Since its inception in 1984, IVCA had no federal or state audit exceptions until 2014 when the rules apparently changed. Every transaction prior to 2014 was done with the knowledge and support of DCEO. Each year, a report was made to the federal agency in charge of funding detailing all of the activity utilizing CSBG funds in the state. IVCA will work with DCEO and the federal funding agency to resolve the issues raised in the 2014 audit.
