Sample size information: The sample size information is not applicable to the finding. Statistically valid sample: N/A Name of federal agency: U.S. Department of Housing and Urban Development Pass through entity: N/A Questioned costs: $11,583 Statement of condition #2020-001: During the year ended June 30, 2020, the February and March 2020 subsidy delay loan from the reserve for replacement fund in the amount of $11,583 was not repaid to the reserve for replacement fund when the related subsidy was received in April 2020. At June 30, 2020, the reserve for replacement fund is underfunded by $11,583. Criteria: The reserve for replacement fund authorization form (form HUD-9250) required the subsidy delay loan to be refunded when the subsidy payment was received. Effect: The Corporation is not in compliance with HUD requirements and the reserve for replacement fund is underfunded by $11,583. Cause: Due to cash flow shortages, the Corporation has insufficient funds to make the required deposit. Recommendation: Management should transfer $11,583 from the operating account to the reserve for replacement fund, request approval from HUD to retain funds received, or request an advance from the Sponsor. Completion date: September 23, 2020 Management's response: Agree. On September 23, 2020, Northeastern Center, the Sponsor, advanced $11,583 to the Corporation to fully fund the reserve for replacement fund.
