Condition The Partnership is responsible for calculating the tenant's contribution toward rent and calculating subsidy in accordance with HUD requirements. Cause Management's policies were not followed with respect to tenant file review. Effect of Condition The Partnership is out of compliance with HUD regulations. Finding: 2019-002 CFDA Number: 14.157 Program Name: Supportive Housing for the Elderly (Section 202) Federal Agency Department of Housing and Urban Development Federal Award Type: Significant Deficiency and Noncompliance Compliance Requirement: Eligibility Population Size: 26 units Sample Size: 5 units Questioned Costs: N/A Criteria We noted two instances during our testing where the selected tenant's computation of tenant's contribution toward rent and the subsidized portion was calculated incorrectly. Condition The Partnership is responsible for calculating the tenant's contribution toward rent and calculating subsidy in accordance with HUD requirements. Cause Management's policies were not followed with respect to tenant file review. Effect of Condition The Partnership is out of compliance with HUD regulations. Recommendation We recommend that the Partnership implement controls and procedures for tenant file reviews to ensure the computation of tenant's contribution toward rent and calculating subsidy is in accordance with HUD requirements. Management's Response Management agrees with the recommendation and will work to update policies and procedures to ensure the computation of tenant's contribution toward rent and calculating subsidy is in compliance with HUD regulations. Additionally, the tenant's files will be updated to correct the error.
