I noted the following deficiency in bank collateral for funds on deposit as of June 30, 2019: Deposit Insured Deficient Citizens State Bank $296,396 $250,000 $(46,396) Questioned Costs: None noted. Effect: Project?s funds in excess of the insured amount are vulnerable. Cause: Project did not monitor the balances of its accounts closely enough to ensure adequate protection of all funds. Recommendation: I recommend that the Project periodically contact bank to ensure all funds are fully secured. Management?s Response: Management reached out to Citizen?s Bank in November of 2018 and was advised that the accounts would be protected up to $325,000. However, when later asked for collaterization proof, the Bank responded that they had only protect the Section 8 accounts, because they had no proof that the Northside Terrace funds were Public Funds.

Criteria: All public funds on deposit at a financial institution should be safeguarded by either FDIC insurance or collateral pledged by the financial institution. Deposits in Excess of FDIC & Pledged Securities Coverage: Corrective action planned: Provide to Citizen?s Bank documents proving that Northside Terrace?s Funds qualify as Public Funds. We have done this, and the Bank has responded that they will now ensure that Northside Terrace Funds are projected. Contact person: Benjamin Menjares, Managing Agent.
