Cash Management
OTHER MATTERS

Surplus cash available at March 31, 2020 was not deposited to the residual receipts reserve account during the year. Criteria: When surplus cash is available, it is an ongoing obligation to deposit the funds available into the residual receipts reserve account, unless waived by HUD. Effect: The project is not in compliance with the provisions of the Regulatory agreement. Cause: Certain real estate tax and insurance premium installments were due within three months following the end of the prior fiscal year which utilized the surplus cash available at March 31, 2020. Recommendations: Review surplus cash computation to ensure properly reported. If the project has surplus cash, the amount should be timely deposited to the residual receipts reserve account. Views of Responsible Officials and Planned Corrective Actions: Management believes that the surplus cash computation at March 31, 2020 should have reflected liabilities for the real estate taxes and insurance installments due subsequent to the end of the year and that there was no surplus cash at March 31, 2020.
