During the year ended December 31, 2020, a HUD approved reserve for replacements withdrawal of $3,803 was not expended for the HUD-approved use. Criteria: The Regulatory Agreement specifies that all withdrawals from the Reserve for Replacements account must be expended for HUD-approved uses. Effect: Noncompliance with HUD regulations. Cause: Management oversight. Context: A test to compare each HUD approved withdrawal use with the actual use of each HUD approved withdrawal. During the year ended December 31, 2020, the Organization had HUD approved reserve withdrawals of $54,896 and $51,093 were used for the HUD approved purpose. Questioned Costs: $0 Recommendation: We recommend management deposit $3,803 in the Reserve for Replacements account to refund the amount withdrawn for expenses that the Project did not incur, or submit a request to HUD to waive the repayment of such funds. Views of Responsible Officials and Corrective Action Plan: Management acknowledges the use of the Reserve for Replacements funds for uses other than the HUD-approved uses. Management deposits $3,803 into the Reserve for Replacements on February 8, 2021.

The finding is numbered consistently with the number assigned in the schedule. Finding - Federal Award Program Audit Finding No. 2020-001: Recommendation: We recommend management deposit $3,803 in the Reserve for Replacements account to refund the amount withdrawn for expenses that the Project did not incur, or submit a request to HUD to waive the repayment of such funds. Action Taken: We agree with the Finding 2020-001 and the recommendation. Management deposited $3,803 into the Reserve for Replacements on February 8, 2021.
