SIGNIFICANT DEFICIENCYOTHER MATTERS

The amount of the required deposit was increased effective January 12, 2019, but the transfers were not increased until March 11, 2019. This created a shortage of $71.62 for the 2019 required deposits. The same situation occurred in the 2018 for $196.80 and management has not deposited the difference as of December 31, 2019. Cause: The transfers are handled by Key Bank since they hold the escrows and they were not aware of the change until March 2019. However, the difference should have been made up at that time with an additional transfer. Effect: The deposits was not made on time and the reserve for replacement account is underfunded as of December 31, 2019. Recommendation: The auditor recommends that management set up a control to insure that reserve deposits are made timely each month. Also the replacement reserve should be fully funded immediately. Views of responsible officials: There is no disagreement with the audit finding.

FINDING 2019-001 Federal Agency: U.S. Department of Housing and Urban Development Federal Program: Section 223f/207 Mortgage Insurance for the Purchase or Refinancing of Existing Multifamily Housing Projects CFDA Number: 14.155 Award Period: January 1, 2019 through December 31, 2019 Type of Finding: ? Other Matters ? Noncompliance (Cash Management) ? Significant Deficiency in Internal Control over Compliance Criteria: The Project is required to make monthly reserve for replacement deposits in accordance with the regulatory agreement. Condition: The amount of the required deposit was increased effective January 12, 2019, but the transfers were not increased until March 11, 2019. This created a shortage of $71.62 for the 2019 required deposits. The same situation occurred in the 2018 for $196.80 and management has not deposited the difference as of December 31, 2019. Corrective Action Plan

Finding 2019-001 Condition The amount of the required deposit was increased effective January 12, 2019, but the transfers were not increased until March 11, 2019. This created a shortage of $71.62 for the 2019 required deposits. The same situation occurred in the 2018 for $196.80 and management has not deposited the difference as of December 31, 2019 Corrective Action Plan Corrective Action Planned: Management will set up additional controls to ensure when the community OCAF is increased, the bank trustee transfers replacement reserve deposits timely during the month of such increase. HumanGood Pennsylvania has a dedicated accountant that is assigned to the HUD Project to make sure that the bank trustee transfers the replacement reserve deposit when an OCAF increase is granted in that month. The Assistant Controller will review and monitor the replacement reserve deposit monthly to ensure it is made accurately and timely and any granted OCAF increase for Reserve for Replacement was made and updated going forward. The Assistant Controller will keep a log of all OCAF increases to confirm the replacement reserve deposit is made timely upon OCAF granted increases and the bank trustee has transfer such amount of increase. For example, the Assistant Controller will review the OCAF request for increase log with the accountant on or about the 25th of each month to confirm the OCAF increase has been granted by HUD and the transfer to replacement reserve deposit was made accurately.
