2019-006 - Reconciliation of General Ledger and Recording of Transactions Year ended June 30, 2019 - Condition and Criteria: During the year ended June 30, 2019, bank reconciliations were not prepared and reconciled to the District?s general ledger throughout the year. In addition, the District carries interfund receivable and payable balances, however, amounts did not reconcile throughout the year and required to be corrected after year-end. Lastly, certain cash receipts and wire transfers were not recorded at the time the transactions occurred, requiring transactions to be entered within the accounting system after year-end. Cause and Effect: The effect of not reconciling bank balances against the District?s general ledger balance and reconciling interfund balances is that reporting errors in posting cash receipts, cash disbursements and wire transfers occurred and were not detected or resolved in a timely manner. The District?s general ledger and financial reports required correction after year-end which resulted in the untimely filing of various reports with the Federal and State governments, including the annual financial report (ST-3), independent audit report and final expenditure reports (FS-10-F). Auditors? Recommendation: We recommend that the District prepare bank reconciliations soon after the end of each month. As part of the reconciliation process the District?s general ledger cash balances should be compared against the bank reconciliation, with any differences being immediately investigated. Once complete, the bank reconciliation should be reviewed by someone independent of the preparer. This review should be well documented. Bank reconciliations (or Treasurer?s report) for all funds should be presented to the Board of Education for their approval. In addition, a worksheet should be developed which reconciles interfund balances on a monthly basis. Any differences in the reconciliation process should be immediately investigated. Preparing bank reconciliations and reconciling interfund balances will ensure that all transactions have been entered within the District?s accounting system. District?s Response: The District will ensure that bank reconciliations are prepared in a timely manner and verify that balances within the general ledger cash accounts agree to the bank reconciliation, along with ensuring that interfund balances reconcile. A Treasurer?s report will be completed and provided to the Board of Education on a monthly basis. The District Treasurer and Superintendent will review the current practices, revise such practices, and implement the revised practices and systems to reflect the auditor's recommendations by April 15, 2020.

Lastly, certain cash receipts and wire transfers were not recorded at the time the transactions occurred, requiring transactions to be entered within the accounting system after year-end. Cause and Effect: The effect of not reconciling bank balances against the District?s general ledger balance and reconciling interfund balances is that reporting errors in posting cash receipts, cash disbursements and wire transfers occurred and were not detected or resolved in a timely manner. The District?s general ledger and financial reports required correction after year-end which resulted in the untimely filing of various reports with the Federal and State governments, including the annual financial report (ST-3), independent audit report and final expenditure reports (FS-10-F). Auditors? Recommendation: We recommend that the District prepare bank reconciliations soon after the end of each month. As part of the reconciliation process the District?s general ledger cash balances should be compared against the bank reconciliation, with any differences being immediately investigated. Once complete, the bank reconciliation should be reviewed by someone independent of the preparer. This review should be well documented. Bank reconciliations (or Treasurer?s report) for all funds should be presented to the Board of Education for their approval. In addition, a worksheet should be developed which reconciles interfund balances on a monthly basis. Any differences in the reconciliation process should be immediately investigated. Preparing bank reconciliations and reconciling interfund balances will ensure that all transactions have been entered within the District?s accounting system. District?s Response: The District will ensure that bank reconciliations are prepared in a timely manner and verify that balances within the general ledger cash accounts agree to the bank reconciliation, along with ensuring that interfund balances reconcile. A Treasurer?s report will be completed and provided to the Board of Education on a monthly basis. The District Treasurer and Superintendent will review the current practices, revise such practices, and implement the revised practices and systems to reflect the auditor's recommendations by April 15, 2020.
