Questioned costs: None Context: During our testing, it was noted that the Town could not provide documentation to support that one invoice totaling $10,975 charged to the grant was reviewed and approved as an allowable cost to the grant. Cause: The Town did not retain documentation that the expenditure was an approved cost of the grant. Effect: We noted no instances of noncompliance with the provisions of allowable costs, however, the lack of internal controls over these compliance requirements provides an opportunity for noncompliance. Repeat Finding: No Recommendation: We recommend the Town design controls to ensure all documentation is retained in accordance with the UG record retention requirements under 2 CFR 200.334. Condition: The Town does not have adequate controls in place to ensure supporting documentation is retained for expenditures that are charged to the grant. Explanation of disagreement with audit finding: There is no disagreement with the audit finding. Questioned costs: None Context: During our testing, it was noted that the Town was not reviewing vendors prior to entering into a contract with a vendor to ensure the vendor was not on the suspended or debarred vendor list maintained by the General Services Administration. Cause: The Town did not retain documentation of their review that the vendors were not suspended or debarred. Effect: We noted no instances of noncompliance with the provisions of procurement, suspension, and debarment; however, the lack of internal controls over these compliance requirements provides an opportunity for noncompliance. Repeat Finding: No Recommendation: We recommend the Town design controls to ensure an adequate review process is in place to review potential contractors to determine they are not suspended or debarred in accordance with 2 CFR section 200.213. Condition The Town?s procurement standards do not include the essential elements as outlined in 2 CFR sections 200.318 through 200.326. Questioned Costs None noted. Context Although the Town did not have a policy in place in conformity with the federal uniform guidance criteria, the Town did follow the State procedures as it relates to the contracts under the procurements applicable to the Town?s major program. Effect With the absence of a compliant policy, the Town is at risk for noncompliance as it relates to federal procurement. Cause The Town was unaware of the details surrounding the new procurement standards. Recommendation We recommend that the Town review its formal procurement policies and make necessary changes to comply with the criteria as set out in 2 CFR sections 200.318 and 200.326. Views of Responsible Officials and Planned Corrective Actions Management agrees with the auditor?s recommendations.
