Section III Federal Award Findings Finding 2021-001 Condition and context: During our review of the replacement reserve account we noted that the replacement reserve account is under-funded by $2,720. This is a repeat finding. Criteria: Provisions specified in the Capital Advance Program Regulatory Agreement (regulatory Agreement item 5A) require that a reserve fund for replacements is established in a bank which is insured by the Federal Deposit Insurance Corporation. Monthly deposits are required to be made into this account in the amount of $1,360. Cause: Chugiak Senior Housing, Inc. did not have the funds to make the required replacement reserve deposits. Effect: The Organization?s replacement reserve account is under-funded. Recommendation: We recommend that controls are implemented to ensure that deposits in the required amount are made to the reserve fund for replacements that has been established. Views of responsible officials: Further training is being made available to the Finance Director and Housing personnel to ensure that monthly deposits are made into the Replacement Reserve account in a timely manner.
