Federal award # CNIPS ID #05998-CACFP-15-NP-SOIC Condition: Two out of the four monthly Child & Adult Care Food Program Claim for Reimbursement Summary reports tested contained errors in the number of meals reported as compared to the underlying documentation used to prepare the reports. February 2019 reported 1,097 at risk snacks and 15,849 at risk supper meals, however, the supporting documentation substantiated 1,674 and 15,876, respectively, which resulted in an understatement of 577 at risk snacks claimed or an understatement of $525 and an understatement of 27 at risk supper meals claimed or an understatement of $96. December 2019 reported 175 at risk snacks and 197 at risk lunch meals, however, the supporting documentation substantiated 254 and 311, respectively, which resulted in an understatement of 79 at risk snacks claimed or an understatement of $74 and an understatement of 114 at risk lunch meals claimed or understatement of $416. The errors for the two months tested resulted in a net understatement of 656 at risk snacks served or $599, 27 at risk supper meals served or $96, and 114 at risk lunch meals served or $416. Criteria: In accordance with the Child and Adult Care Food Program administered by the United States Department of Agriculture?s Food and Nutrition Service, participating independent centers agree to submit accurate monthly claims for reimbursement to the State agency. Cause: The finding stems from a lack of a detail review by someone independent of the initial count of meals at the program level. Effect: Failure to comply with the requirements set forth by the United States Department of Agriculture?s Food and Nutrition Service could lead to a reduction or even termination of the Club?s funding. Recommendation: We recommend that the Club review and revise their current policy whereby an individual, independent of the completion of the meal count, review the meal count for accuracy so the supporting meal counts are properly calculated and agree to the monthly Child & Adult Care Food Program Claim for Reimbursement. This will help to ensure the Club is adhering to the requirements of the funding agency.
Management?s Response/Planned Corrective Action: Management acknowledges and agrees with the finding. In order to remedy the error management hired a more qualified individual to run the program, which occurred in February 2019. In December 2019 the Club migrated to the use of an excel spreadsheet to document the number of meals served, however, the excel spreadsheet had a formula error which resulted in the omission of certain meals. The spreadsheet has since been corrected and the Nutrition Coordinator will continue to use the excel spreadsheet and will review the number of meals prior to submission of the monthly claim.
