Eligibility

SA ? 1 FEDERAL PROGRAM: Child Nutrition Cluster SPECIFIC REQUIREMENT: Eligibility of students enrolled for free and reduced lunch should be substantiated by backup documentation. CONDITION: During our testing we noted that the District could not provide eligibility backup for some students receiving free and reduced lunch. QUESTIONED COSTS: None. CONTEXT: This finding is limited to the testing described in the condition. EFFECT: Without controls or procedures in place to ensure completion of compliance requirements, there exists a likelihood that ineligible students might be authorized to participate in the program. CAUSE: The District switched software to track this information and in the process some of the eligibility documentation was lost, and was not able to be recovered. RECOMMENDATION: We recommend the District keep backups of eligibility documentation so that a 3rd party vendor is not relied upon to provide proof of compliance requirements. MANAGEMENTS RESPONSE: We concur with the Auditors? observation and will incorporate the recommendations into our operating procedures.
