Questioned cost: $2,941 Effect: Replacement reserve account is underfunded and the Company is in violation of its Regulatory Agreement. Cause: Oversight Repeat Finding: Yes Recommendation: 2023-001a: The Company should closely monitor the replacement reserve account to ensure compliance with the Regulatory Agreement. 2023-001b: We recommend the Company deposit $2,941 into the replacement reserve account. The Company failed to renew the Project-based Section 8 Housing Assistance Payments Contract in a timely manner which resulted in HAPP payments not received and the mortgage payment not made in August and September, 2019. Criteria: The Housing Assistance Payments Contract requires renewal every five years on August 1st. Effect: The amount of housing assistance payments is determined in accordance with the provision of the contract, up to the amount of the mortgage repayments due to FHA. The August and September mortgage payments were not made as required under the terms of the Regulatory Agreement. HAPP payments were not received during August and September which could result in not having funds available for project expenses. Questioned Cost: $33,427 for mortgage payments $32,142 HAPP payments, net of mortgage payments Cause: Unknown Recommendation: We recommend the Company file the Project-based Section 8 Housing Assistance Payments Contract renewal timely. Auditor?s Comment: On August 29, 2019, the Company filed the Housing Assistance Payments Contract renewal.
