The Organization is required to minimize the time elapsing between the transfer of funds to the Organization from the U.S. Treasury and the issuance of payments for program purposes by the Organization. Management recognizes the importance of complying with grant guidelines regarding federal grant draws. In response to Finding 2021-001, finance staff understands the requirements to draw funds for qualifying expenditures only. Procedures have been established to ensure that draws are not made in excess of the allowable expenditure of the Organization. This issue was resolved prior to January 31, 2021.

The Organization failed to comply with grant guidelines regarding federal grant draws. The grant draws exceeded the cash needs for grant related expenditures. Criteria: Uniform Guidance, Compliance Supplement Context: During the review of all federal grant draws it was noted that $285,000 in grant draws exceeded the related grant expenses. Cause: Failure to follow established policies and procedures regarding grant draw restrictions and ensuring federal draws are not more than the authorized expenditures paid. Effect: As a result, federal funds were drawn in excess of expenditures. Recommendation: It is recommended that before the Organization makes a draw of federal funds, a report of year-to-date program expenditures paid as well as year-to-date funds drawn be reviewed to ensure that no unauthorized federal funds are drawn down. Auditee?s Response and Corrective Action Plan: Management concurs. The excess federal funds of $285,000 were returned to U.S. Department of Health and Human Services on February 5, 2019. Policies and procedures will be established to ensure that federal funds are not drawn in excess of the grant amounts allowed. Management will also fully review all grant award terms and restrictions to ensure that funds are drawn in accordance with awards.
