Cost Allowability

We noted that two out of the three employees tested by us did not have documentation of approved pay rates. Cause: The City did not have proper procedures in place to ensure that all employees had approved pay rates on file. Effect: Employees could be paid at a rate that is not approved by a City official. Recommendation: We recommend that the City ensure that all employees have documentation of their approved pay rates. We note that this issue has been addressed and resolved by the City subsequent to June 30, 2020. Management Response: The City understands the finding and has resolved the issue.

Federal program: U.S. Department of Treasury; Coronavirus Relief Fund, CFDA 21.019 Questioned costs: None Criteria: The City's management is responsible for establishing and maintaining internal controls over the payroll process for the City. Condition: We noted that two out of the three employees tested by us did not have documentation of approved pay rates. Cause: The City did not have proper procedures in place to ensure that all employees had approved pay rates on file. Effect: Employees could be paid at a rate that is not approved by a City official. Recommendation: We recommend that the City ensure that all employees have documentation of their approved pay rates.
