Condition

Department of Agriculture 2020-001 "Summer Food Service Program - CFDA No. 10.559; Grant No. ERS4693451S Grant Period July 1, 2019 - June 30, 2020; Grant No. ERS4693451S Grant Period July 1, 2020 - June 30, 2021" Condition: Significant Deficiency - The Organization does not have a formal procurement policy. Criteria: The Summer Food Service program and Uniform Guidance 7 CFR requires recipients to maintain procurement policies to ensure that funding is being reasonably spent at a fair value. Cause: Urban Sprouts was unable to provide a written procurement policy during our audit of the major federal program. Effect: Program compliance requirements are at risk of not being met. Although there was a COVID related procurement waiver in 2020, the waiver was only temporary and the lack of a formal policy could affect any future periods. Recommendation: Urban Sprouts should develop policies to ensure procurement policies are in place to ensure compliance with the Summer Food Service Program requirements in future periods.

Corrective Action Plan

Urban Sprouts implemented a procurement policy at the end of 2020 that took full effect as of January 1, 2021.
