Finding 2019 - 001 ? Insufficient Collateralization of Deposits Section 8 Project Based Cluster Program ? CFDA 14.182/14.195 Criteria: The Code of Federal Regulations and HUD guidelines give the requirements for governing cash management and approved investment instruments. The PIH notice 96-33 requires all funds in excess of FDIC coverage to be collateralized with specific, approved governmental securities held in the name of the Authority. Condition & Cause: The Authority did not have collateralization for $1,216,729 invested as of September 30, 2019 which was not insured by FDIC or invested in United States Treasury Obligations. Questioned Costs ? None Identified Recommendation: We recommend the Authority work with the Bank to make sure all funds are collateralized with specific approved governmental securities. Management?s Response: The Authority's Executive Director, Melanie Thompson, has assumed the responsibility of maintaining sufficient collateral and will monitor account balances regularly. Ms. Thompson expects this finding to be cleared by the end of the current fiscal year.
