Any surplus cash in the project funds account at the end of a fiscal year shall be deposited in a federally insured account within 60 days following the end of the fiscal year. Withdrawals from this account may be made only for project purposes and with the approval of HUD (24 CFR sections 891.400(e) and 891.600(e)). Condition ? The Project did not deposit its $41,100 of surplus cash at June 30, 2019, into a Residual Receipts Account within the 60-day period. Context ? We obtained the Residual Receipts Account statement activity for the year ended June 30, 2020, and noted the only deposits into the account were interest income from the bank. Questioned Costs ? None. Effect ? The Project may spend excess cash for purposes not approved by HUD. Cause ? Policies and procedures to ensure surplus cash is deposited into a Residual Receipts Account within 60 days of the fiscal year-end were not in place. Identification as a Repeat Finding ? No. Recommendation ? We recommend policies be implemented to ensure compliance with HUD requirements and control activities be put in place to ensure polices are being followed. Views of Responsible Officials and Planned Corrective Actions ? Management will establish internal controls regarding timely deposits of surplus cash amounts in a Residual Receipts Account. Management will ensure established procedures are followed.
