QUESTIONED COSTS

Three instances in which Foster Grandparent stipend recipients were not awarded the correct amount. The timecards of the three individuals did not total correctly, resulting in the individuals being overpaid. Questioned Costs: Questioned costs are not considered material and below reporting threshold. Context: Three findings were found on a sample of 14 Foster Grandparent stipends, and the errors were projected across all of the Foster Grandparent population of stipends. Cause: There was turnover in staffing in the Foster Grandparent Program and timecards were not getting a second review for mathematical accuracy prior to being paid. Effect: Three recipients did not get paid the correct amount. Recommendation: The Foster Grandparent Program ended as of June 30, 2019, but recommend that all remaining program?s grant expenses should be adequately reviewed prior to payment. Management Response: Management agrees with the findings and has stated that the Foster Grandparent Program ended June 30, 2019. Management will work towards improving the review process for other grants prior to payments to ensure errors do not occur.

Corporation for National and Community Service Program Name: Foster Grandparent/Senior Companion Cluster CFDA 94.011, 94.016 Finding 2019-001 Criteria: In accordance with the grant contract, the requirement applicable in this case, is to make payments in accordance with policies and compliance requirements outlined in the 2019 OMB Compliance Supplement. Condition: Three instances in which Foster Grandparent stipend recipients were not awarded the correct amount. The timecards of the three individuals did not total correctly, resulting in the individuals being overpaid. Questioned Costs: Questioned costs are not considered material and below reporting threshold. Context: Three findings were found on a sample of 14 Foster Grandparent stipends, and the errors were projected across all of the Foster Grandparent population of stipends. Planned Corrective Action Plan: The Foster Grandparent program ended as of June 30, 2019; no findings were noted for the Senior Companion program. The finance director will review the timecards of the Foster Grandparent program for the period ending June 30, 2019 and make any necessary corrective steps. Due Date to Complete the Implementation of the Corrective Action Plan: The Foster Grandparent program ended as of June 30, 2019. The Finance Director reviewed the Foster Grandparents timecards for the year ending June 30, 2019 after the errors were brought to their attention, and any corrective steps were taken as needed by management.
