What is a management decision? →At September 30, 2019 the Project's security deposit cash account was less than the security deposit obligations of the Project. Criteria: HUD Handbook 4370.2 REV-1 2-12(A)(2)requires that the balance of the Project's security deposit cash account must not at any time be less than the aggregate of all outstanding Project obligations under the account. Effect: Noncompliance with HUD regulations. Cause: Management oversight. Context: Auditor reviewed the security deposit cash account bank statement and the security deposit obligations listing at September 30, 2019. The security deposit cash account had a balance of $9,511.66, whereas the security deposit obligation account had a balance of $9,731.36. Questioned Costs: N/A Recommendation: We recommend that management continue to monitor operations to ensure that the tenant security deposit account cash account is at all times greater than the security deposit obligations. Management's Response: See accompanying Corrective Action Plan.

Findings - Federal Award Program Audit Finding No. 2019-001: Recommendation: We recommend that management continue to monitor operations to ensure that the tenant security deposit account cash account is at all times greater than the security deposit obligations. Management's Response: Management transferred additional cash to the security deposit account after year end to ensure proper funding. Management will continue to monitor its operations to ensure that the tenant security deposit cash account is at all times greater than the security deposit obligation.
