Finding Number 20255001 Federal Program 14.181 Supportve Housig for Persons with Disabilities: Capital Advance Program Type of Finding: Federal Award Finding Finding Resolution Resolved Condition The required deposits to the reserve for replacement account were not timely paid during the year ended June 30, 2024. Criteria The Regulatory Agreement requires monthly deposits to the reserve for replacement account. Effect: A required deposit to the reserve for replacement account was not paid. Cause: the required monthly deposit for one month was not deposited. Non-cmpliance code: N Questined Costs: $375. Repeat Finding: repeat finding of 2024-01 - the required deposit to the reserve for replacement account were not timely paid during the year ended JUne 30, 2024. Recommendation: the Entity should pay the required deposit. Due to a temporary lack of funds in Castleton Homes, Inc.'s operating account, we were unable to make the required deposit to the reserve account. At that time, we were in the process of securing a loan from the reserve account to support our ongoing operating activities. On September 18, 2025, the $375 deposit was paid to the reserve for replacement account.

A required deposit to the security deposit account was not timely paid during the year ended June 30, 2025 causing the amount on deposit to be less than the obligations under the security deposit account. Criteria: The Owner’s procedures for the establishment and maintenance of the security deposit account as noted in HUD Handbook 4370.2, chapter 2, require that security deposits be collected at the time of the initial lease and be deposited promptly into the security deposit account and that the amount on deposit be at least equal to the security deposit obligations. Effect: The amount on deposit in the security deposit account was less than the outstanding obligations under the security deposit account. Cause: The security deposit for one tenant was not timely deposited to the security deposit account. Non-compliance code: M, Questioned Costs: $1,125, Recommendation: The Entity should pay the required deposit to the security deposit account. Auditors’ summary: The Entity should pay the required deposit to the security deposit account. View of Responsible Officials and Context: There were corrections to the tenant’s move-in certification that caused the security deposit not to be collected at the time of the initial lease and deposited timely to the security deposit account. There was a temporary lack of funds in Castleton Homes, Inc.'s operating account, we were unable to make the required deposit to the security deposit account. At that time, we were in the process of securing a loan from the reserve account to support our ongoing operating activities.
