Show full finding ▾Hide full finding ▴Finding Reference Number: 2021-001 Type of Finding: Noncompliance and Significant Deficiency in Internal Control over Compliance Major Program: 14.157 - Supportive Housing for the Elderly (Grantor - Department of Housing and Urban Development) Criteria: Organizations are required to maintain a replacement reserve to aid in the funding of extraordinary maintenance and repairs. The replacement reserve funds must be deposited into a federally insured and interest-bearing depository. An amount required by HUD must be deposited monthly into the reserve fund. All disbursements must be approved by HUD. Condition: We reviewed the replacement reserve activity and noted that only 11 out of 12 required monthly deposits were made into the fund during the year ended September 30, 2021. Cause: The Organization failed to properly follow its established internal control procedures. Effect: The Organization was not in compliance with HUD guidelines. Recommendation: We suggest the Organization reviews its controls and implement procedures to ensure that required deposits are made every month in accordance with HUD guidelines.
Finding Reference Number: 2021-001 Major Program: 14.157 - Supportive Housing for the Elderly (Grantor - Department of Housing and Urban Development) Condition: We reviewed the replacement reserve activity and noted that only 11 out of 12 required monthly deposits were made into the fund during the year ended September 30, 2021. Corrective Action Plan: This oversight occurred because a new hire in the finance office was not made aware of this replacement reserve requirement. The requirement has since been communicated to the staff and the omitted deposit was made in October 2021. The CFO will monitor this account going forward to ensure the required monthly deposit is made in a timely manner. Cause: An oversight of the compliance requirement. Effect: The Organization was not in compliance with HUD guidelines. Recommendation: We suggest the Organization review its controls and implement procedures to ensure that the reserve for replacement account is held in an interest-bearing depository.

Corrective Action Plan: This oversight occurred initially when accounts for a new bank were opened in December 2015. The funds are being transferred to an interest-bearing account, post haste. Additionally, we will begin a monitoring control by doing a periodic review of the set-up for all bank accounts to mitigate the risk of recurrence and delayed recognition of a similar error.
