Questioned Cost: Not applicable Condition/Context: There was one security deposit for $235 obtained at move-in during the year that was incorrectly deposited into the operating account and was not correctly transferred into the security deposit account until several months after move-in. Our population included all tenants. Our sample included seven tenants. This was not a statistically valid sample. Effect: One of the seven tenant files reviewed had deposits incorrectly deposited into the operating account. Cause: Lack of management oversight due to turnover. Recommendation: The Corporation should have procedures in place to ensure resident deposits are accurately and timely deposited into the tenant security deposit account.

Views of Responsible Officials and Planned Corrective Actions: Management will set up additional controls to ensure security deposits are made timely into the correct tenant security deposit account when money is received. Through management's current review procedures, the tenant security deposit error was identified and corrected prior to year-end. Human Good Pennsylvania has a site manager and a dedicated accountant that is assigned to the HUD Project to ensure tenant security deposits are made timely and into the correct deposit account upon receipt. The Assistant Controller will review and monitor deposits monthly to ensure they are made accurately and timely.
