We have corrected/updated the clients records where necessary. Subsequent to your field work the client’s file was updated and the rent calculation was verified. William Mann, Housing Coordinator, will be the responsible party.

Recommendation: Management should transfer funds from the operating cash account to cover the shortfall. Management comment: Management will transfer the required funds.

Condition: The deposits to the replacement reserve were deficient of the amount required amount by $1,175; Criteria: the PRAC contract specifies the amount of the monthly deposits to be funded; Effect: The replacement reserve is underfunded by $1,175; Cause: Management oversight. Recommendation: Management should transfer funds from the operating cash account to cover the shortfall. Management comment: Management will transfer the required funds.

Corrective Action Plan

The deficiency was due to confusion resulting from the overpayment condition mentioned in 2023-003. Going forward, the Finance Director will suggest to management to open an operating checking account in the same bank as the reserve account. Automatic electronic transfers can then be actuated. Charles Lynch, Finance Director, will be the responsible party.

Recommendation: Management should monitor the bank’s ratings or move funds to provide for full federal insurance coverage. Management comment: Management will move funds to provide for full FDIC insurance coverage.

During the past few months management has been in discussions with two banks and reviewing their options for either opening accounts with corresponding banks or purchasing revolving Treasury notes. A final decision will be made in the current fiscal year.

Recommendation: Management should obtain the required tenant signatures and correct the file in error. Management comment: Management will attempt to obtain the tenant signatures and has corrected the file for the other errors.
