Procurement Department: Small Business Association Program Name: Shuttered Venue Operators Grant Federal CFDA #: 59.075 Condition: 2 CFR part 215 requires CelticMKE to establish and follow a procurement policy when purchasing goods and services charged to the federal programs. Uniform Guidance requires that the adopted procurement policy includes information regarding the following: ? Micro-purchases ? Small purchases ? Sealed bids ? Competitive proposals ? Sole purpose Criteria: CelticMKE?s procurement policy did not include language regarding competitive bids (a minimum requirement). Cause: CelticMKE?s board of directors adopted a procurement policy that did not include language regarding competitive bids. Effect: CelticMKE may not be in compliance with Uniform Guidance. Auditors? Recommendation: We recommend CelticMKE amend their procurement policy to adopt language regarding competitive bids. Corrective Action Plan: See attachment for CelticMKE?s corrective action plan.
