Criteria Uniform Guidance requires that single audits be completed, and the reporting package submitted to the Federal Audit Clearinghouse within the earlier of thirty (30) calendar days after receipt of the auditor?s report or nine (9) months after the end of the audit period. Condition OBM did not submit its single audit and reporting package to the Federal Audit Clearinghouse and its reporting package and CYEFR to the GATA financial reporting within the due date outlined for a December 31, 2021 fiscal year end date. Cause This condition was due to several factors including a slow transition to maintaining accounting records remotely in order to abide by health and safety protocols implemented in response to the COVID-19 pandemic. As such, there was a significant delay in completing the recording of financial transactions, performing account reconciliations and preparing financial reports available for audit. Effect The effect is that controls over the financial reporting process were weakened thereby increasing the risk that material misstatements could be included in the financial statements without management being aware. Additionally, noncompliance with financial reporting deadlines could cause funding sources for OBM to delay providing funding for the current fiscal year. This finding is a repeat of finding 2020-02. Questioned Costs None noted. Recommendation We recommend that current finance personnel establish a schedule of completing the recording all financial transactions and preparation of account reconciliations and financial reports each month in a timely manner for review by management and the board of directors. We further recommend that these procedures be included in an updated set of financial policies and procedures that are reviewed and approved by the board of directors.
