What is a management decision? →Significant Deficiency Criteria The Schuylkill County Transportation Authority is required to have procedures in place for procurement to maintain suspension and debarment support from SAM.gov for each vendor used for operating expenditures. Condition In thirty-five of forty instances, it was noted that no suspension and debarment support was maintained by the Schuylkill County Transportation Authority. Cause The Schuylkill County Transportation Authority team does not have controls in place to maintain suspension and debarment support. Effect The Schuylkill County Transportation Authority is not in compliance with procurement, suspension, and debarment requirements. Failure to comply with grant award requirements could jeopardize future funding. Recommendation The Schuylkill County Transportation Authority should establish controls to maintain suspension and debarment support. Management's Response and Corrective Action Management concurs with the finding and is aware of the need to maintain support if a vendor is suspended or debarred. The Authority incorporated the corrective action immediately into their internal processes.

Background of Occurrence: Funds received for the Enhanced Mobility of Seniors and Individuals with Disabilities Program are funds awarded by the Commonwealth of Pennsylvania, Department of Transportation, Bureau of Public Transportation to Schuylkill County Transportation Authority. The funds for this project contain both State and Federal pass-through monies. As these funds are received from the Commonwealth of Pennsylvania as pass-through funding, the Federal procedure of maintaining support if a vendor is suspended or debarred was not recognized as a requirement, as it is with direct receipt of Federal funds. Planned Corrective Action: The Authority with maintain support to verify vendors from which operating expenditures occur are not suspended or debarred prior to the expenditure. Anticipated Completion Date: January 1, 2020 ? This corrective action has been incorporated immediately into our internal processes.
