Turner Affordable Housing, Inc. did not submit their June 30, 2019 single audit reporting package and the data collection form within the required period of time. Questioned Costs: None Cause: Johnstown Housing Authority management did not believe it was necessary to submit the reporting package for the current year. Effect: Funding could be jeopardized by not complying with this requirement. Recommendation: We recommend that Turner Affordable Housing, Inc. submit the reporting package and data collection form with the time frame as prescribed by the Uniform Guidance. Management Response: Under Improved Dwellings for Altoona?s management, all reporting requirements will be submitted by the required due dates.

Finding 2020-001: Reporting Finding Type: Required HUD Compliance Issue Federal Agency: U.S. Department of Housing and Urban Development Federal Program: CFDA #14.155 ? Mortgage Insurance for the Purchase or Refinancing of Existing Multi-Family Housing Projects Criteria: Uniform Guidance states that the data collection form and reporting package shall be submitted within the earlier of 30 days after receipt of the auditor?s report or nine months after the end of the audit period, unless a longer period is agreed to in advance by the cognizant or oversight agency for the audit. Condition: Turner Affordable Housing, Inc. did not submit their June 30, 2019 single audit reporting package and the data collection form within the required period of time. Questioned Costs: None Cause: Johnstown Housing Authority management did not believe it was necessary to submit the reporting package for the current year. Effect: Funding could be jeopardized by not complying with this requirement. Recommendation: We recommend that Turner Affordable Housing, Inc. submit the reporting package and data collection form with the time frame as prescribed by the Uniform Guidance. Questioned Costs: $9,660 Cause: Management did not believe it was necessary to obtain HUD approval. Effect: HUD did not approve the increase in management fees Recommendation: We recommend that Turner Affordable Housing submit HUD-9839-B to the U.S. Department of Housing and Urban Development for approval. Management Response: Management does not believe it was necessary to file for approval with the U.S. Department of Housing and Urban Development for approval since there is a signed management agreement with the Turner Affordable Housing, Inc?s Board of Directors. However, on December 18, 2019, a HUD Form 9839-B was filed for the increase in management fees.

Finding 2019-01: HUD-9839-B Project Owner?s/Management Agent?s Certification for Multi-Family Housing Projects Finding Type: Required HUD Compliance Issue Federal Agency: U.S. Department of Housing and Urban Development Federal Program: CFDA #14.157 - Supportive Housing for the Elderly Criteria: Turner Affordable Housing Inc. did not submit HUD-9839-B to the U.S. Department of Housing and Urban Development for approval prior to increasing the management fee in the year ending June 30, 2019. Condition: Turner Affordable Housing, Inc. was not in compliance as of June 30, 2019 with regard to payment of its management fee.
