Statistically valid sample: No Name of Federal Agency: U.S. Department of Housing and Urban Development Pass-through entity: N/A Questioned costs: $35,105 Statement of Condition 2021-001 (Assistance Listing No. 14.157 and 14.195): The Corporation did not make the required surplus cash deposit computed at December 31, 2020, in the amount of $35,105 within 90 days of fiscal year end. Criteria: Pursuant to paragraph 5 of the Regulatory Agreement, the residual receipts deposit due to the reserve for replacements must be deposited within 90 days of fiscal year end. Effect or potential effect: The Corporation was not in compliance with the Regulatory Agreement. Cause: The Corporation did not make the required deposit within 90 days of fiscal year end. Recommendation: Management should implement a system to ensure the required deposit to the reserve for replacements is made within 90 days of fiscal year end. Completion date: May 27, 2021 Management response: Agree. Management made the required surplus cash deposit on May 27, 2021.

Statistically valid sample: No Name of Federal Agency: U.S. Department of Housing and Urban Development Pass-through entity: N/A Questioned costs: $48,384 Statement of Condition 2020-001(CFDA 14.157): As of December 31, 2020, the Corporation is delinquent on two scheduled mortgage payments. Criteria: Pursuant to Section 1 of the Regulatory Agreement, the Corporation is required to make all payments due under the mortgage. Effect or potential effect: The Corporation is not in compliance with the terms of the Regulatory Agreement. The mortgage is in default for two months of principal and interest totaling $48,384 at December 31, 2020. Cause: The mortgage payment for the months of November and December 2020 were not made due to a delay in receiving the November and December HAP subsidy from which the monthly mortgage payment is automatically deducted. Management has submitted a renewal of the HAP contract to HUD but has not received approval. Recommendation: Management should continue to work with HUD on obtaining approval of the renewed HAP contract in order to receive the HAP funding to cover the Property's operating expenses and debt service. Management response: Agree. Management agrees with the recommendation and will make the delinquent mortgage payments of $48,384, upon receipt of the November and December 2020 HAP funding. Completion date: December 31, 2021
