The Organization has an outstanding receivable from a related party, which was funded through surplus funds from the Early Intervention Program in prior years. Criteria: The U.S. Department of Health and Human Services and the N.J. Department of Health and Senior Services require that surplus funds provided by the Early Intervention Program shall only be utilized for that program. Cause: Early Intervention Program surplus funds were advanced to a related party. Effect: The Organization utilized the surplus funds received for the Early Intervention Program from the U.S. Department of Health and Human Services and the N.J. Department of Health and Senior Services for purposes other than the Early Intervention Program. Recommendation: Management should implement policies and procedures to ensure that all federal and state funding received for the Early Intervention Program should only be used for that program as indicated in the related agreements.

Questioned costs: $0 Context: As of June 30, 2022, the Organization had amounts due from a related party totaling $75,000. Condition: The Organization has an outstanding receivable from a related party, which was funded through surplus funds from the Early Intervention Program in prior years. Criteria: The U.S. Department of Health and Human Services and the N.J. Department of Health and Senior Services require that surplus funds provided by the Early Intervention Program shall only be utilized for that program. Cause: Early Intervention Program surplus funds were advanced to a related party. Effect: The Organization utilized the surplus funds received for the Early Intervention Program from the U.S. Department of Health and Human Services and the N.J. Department of Health and Senior Services for purposes other than the Early Intervention Program. Recommendation: Management should implement policies and procedures to ensure that all federal and state funding received for the Early Intervention Program should only be used for that program as indicated in the related agreements.

Corrective Action Plan

Views of Responsible Officials and Planned Corrective Action: Management and the Board of SCHI EIP have increased their efforts to collect the outstanding debt from the related party. A significant portion of the monies have been repaid. As of the date of the independent auditors? report, the balance has been paid off in its entirety.

Findings Relating to the Financial Statements which are required to be Reported in Accordance with Government Auditing Standards: (2019-001) Significant deficiency Questioned costs: $0 Context: As of June 30, 2019, the Organization had amounts due from a related party totaling $245,501. Condition: The Organization has an outstanding receivable from a related party, which was funded through surplus funds from the Early Intervention Program in prior years. Criteria: The U.S. Department of Health and Human Services and the N.J. Department of Health and Senior Services require that surplus funds provided by the Early Intervention Program shall only be utilized for that program. Cause: Early Intervention Program surplus funds were advanced to a related party. Effect: The Organization utilized the surplus funds received for the Early Intervention Program from the U.S. Department of Health and Human Services and the N.J. Department of Health and Senior Services for purposes other than the Early Intervention Program. Recommendation: Management should implement policies and procedures to ensure that all federal and state funding received for the Early Intervention Program should only be used for that program as indicated in the related agreements. Corrective Action Plan

CORRECTIVE ACTION PLAN SCHIEIP - FY19 1.2019-001 Description of deficiency: SCHI Early Intervention Program,(SCHIEIP), has an outstanding receivable from a related party, which was funded through surplus funds from the Early Intervention Program in prior years. 2.Contact Name responsible for corrective action: Mrs. Miriam Rose, SCHIEIP Board Officer, 732-886-0900. 3.Planned Corrective Action: Increase in related party account is a product of adjusting accounting entries resulting from a forensic audit that had a lookback to 2010. A significant pay down (over $200,000) of the balance has already taken place in compliance with the 2018 corrective action plan. Management of SHI will continue to seek outside sources to repay the balance in full to SCHIEIP. Internal controls have been implemented to prevent future surplus from being distributed outside of SCHIEIP. 4.Anticipated Completion Date: The June 30, 2019 loan balance of $245,501, leaves the remaining monies to be repaid in-full not later than January 2022.
