Statement of Condition During the year ended June 30, 2020, the Project did not make one of the required monthly deposits to the replacement reserve in the amount of $24,000. The Project is required to make monthly deposits to the reserve in the amount of $24,000 per month. Criteria The HAP contract requires that the Project make monthly deposits to its replacement reserve. Questioned Costs None Effect Failure to make monthly payments resulted in an underfunding the replacement reserve and a violation of the HAP contract. Cause Procedures in place to make timely deposits was not being followed. Recommendation Management should follow the internal controls and procedures they have established to ensure that required replacement reserve deposits are made timely and management should make up the shortfall in required deposits to the replacement reserve account. On May 26, 2021, management made a payment of $48,000 to cover the shortfall of replacement reserve deposits. Hope Community Inc. will immediately begin to utilize the Mortgage Module within the Yardi Software. The mortgage module has a feature that automatically posts every mortgage payment, reserve payment and escrow payment. This will ensure that the entry is posted as a payable and checks are immediately cut and deposited into the correct account. This will ensure it is all done timely and correct.

Information on Federal Program ? U.S. Department of Housing and Urban Development (HUD), CFDA Number 14.157, Supportive Housing for the Elderly. Condition ? During 2019, we tested whether or not the Project properly made the 12 monthly deposit requirements. Based on our testing, we found that a total of 11 monthly deposits were made during 2019, which resulted in one missed monthly deposit. We also noted there were two late deposits which were made prior to June 30, 2019. Criteria ? According to the OMB Compliance Supplement as of August 2019, Special Tests and Provision, Replacement Reserve, an amount as required by HUD will be deposited monthly in the reserve fund (Regulatory Agreement, item 5 A). Questioned Cost ? Monthly deposit requirement of $24,000 per most recent rent increase approval letter dated December 21, 2017. Context/Effect ? We reviewed the activity in the Reserve for Replacement Fund account to ensure the 12 monthly deposits were made and found that there were only 11 monthly deposits made during the year. We also noted there were two late deposits which were made prior to June 30, 2019. Cause ? It appears that the controls in place to ensure that the required monthly deposits are timely made were insufficient. Identification as a Repeat Finding ? This condition was not a repeat finding from prior years. Recommendation ? We recommend that the Project management ensure the controls in place to ensure the timely deposits are properly in place.
