Several significant adjustments were required to present the financial statements in accordance with accounting principles generally accepted in the United States of America. Criteria: An effective system of internal control allows management or employees, in the normal course of performing their assigned functions, to prevent, or detect and correct misstatements on a timely basis. Effect: Significant adjustments that were material in the aggregate in relation to the financial statements were not detected and recorded on a timely basis. Cause: Material adjustments were required to be made to the Organization's deferred revenue, revenue and net asset accounts. Recommendation: We recommend the Organization review its policies and procedures to ensure that all account balances and transactions are periodically reviewed for proper treatment in accordance with accounting principles generally accepted in the United States.

Corrective Action Plan

We have made the required journal entries to correct the financial statements at September 30,2022 and for the year then ended. Additionally, management established system safeguards in accounting program that wont allow users to post entries to past years without authorization from Controller or Chief Financial Officer.

2021-002 Allowable Costs ? Capital Expenditures Federal Agency: U.S. Department of Health and Human Services (HHS) Federal Program: 93.600 Heat Start and COVID-19 Head Start Condition Four expenditures for capital improvements and equipment in excess of $25,000 were paid with grant funds without prior written approval from the grantor. Context The expenditures were detected through non-sampling procedures. Criteria Per 45 CFR ? 75.439, capital expenditures for equipment and improvements for land and buildings are unallowable except with prior written approval from HHS. HHS issued memos ACF-IM-HS-20-03 and ACF-IM-HS-21-01 which provided fiscal flexibilities to grantees including waiving the prior written approval requirement for capital expenditures under $25,000. Cause The Organization believed the fiscal flexibilities provided under memos ACF-IM-HS-20-03 and ACF-IM-HS-21-01 increased the required HHS approval threshold higher than $25,000. Effect The Organization used $251,404 in Head Start grant funds for capital expenditures without prior written approval from HHS. Questioned Costs $251,404 Repeat Finding No Recommendation We recommend the Organization obtain approval for the capital expenditures over $25,000 made during the year ended September 30, 2021. Additionally, the Organization should review its procedures for making capital expenditures with grant funds to ensure future compliance. Management Response Management agrees with the finding. Anticipated Completion Date The corrective action is in the process of being implemented and expected to be completed in 2022.

Cause The Organization did not maintain copies of the accounting system reports and schedules used to prepare the Federal Financial Reports. Effect The Organization is unable to support the accuracy of the filed Federal Financial Reports. Questioned Costs None Repeat Finding No Recommendation We recommend the Organization review its policies and procedures for preparing Federal Financial Reports and maintain copies of the filed reports along with the supporting information used to prepare the reports.
