What is a management decision? →The income verification report was not filed timely with the State. Cause: The preparer of the reports over looked the due date of the form. Effect: The Agency may not be able to correctly monitor the status of the verification process. Recommendation: We recommend the District set up a calendar reminder to track the due date of the verification process and that the report is submitted timely to ensure compliance with grant requirements.

Verification of Free and Reduced Price Applications Criteria: The local education agency (LEA) must verify a sample of current free and reduced price eligible students. The LEA must follow-up on children whose eligibility status has changed as the result of verification activities to put them in the correct category. It must then submit its results to the State of Maine. The results of the sample may result in students no longer receiving free or reduced meals and must be submitted to the State by November 20th. Statement of Condition: The income verification report was not filed timely with the State. Cause: The preparer of the reports over looked the due date of the form. Effect: The Agency may not be able to correctly monitor the status of the verification process. Recommendation: We recommend the District set up a calendar reminder to track the due date of the verification process and that the report is submitted timely to ensure compliance with grant requirements.
Management response/corrective action plan: Communication regarding audit finding will be distributed to the appropriate personnel. A new Food Service Director was hired mid-year of the 19-20 school year; process and procedure is already being revised and improved upon. Timely reports and compliance should not be a problem moving forward.
As a result of verification activities, the District had one household that required changes in eligibility status. Cause: The District did not update the eligibility status of the household that required changes as a result of verification activities. Effect: The District had one household that continued to be listed as eligible for reduced meals even though the verification process indicated that household was eligible for free meals under their current status. Recommendation: We recommend that the District do a thorough review of the list of students eligible for free or reduced meals to ensure that all required status changes for eligibility have been made.

The District currently uses annual applications to determine a child?s eligibility for free or reduced meals if that child is not determined to be eligible through other means (e.g., direct certification by the State). Cause: The District did not retain applications for all children that were determined to be eligible for free or reduced meals through the application process. Effect: The District could potentially provide free or reduced meals to children who are not eligible based on income guidelines. Recommendation: We recommend that the District retain documentation of eligibility status for each child enrolled in free and reduced meals under the Child Nutrition program. Such documentation should include applications with income eligibility determinations.
